Every day during the legislative session, our dedicated advocacy team is at the Capitol working to protect Realtors®, defend real property rights, and expand access to homeownership across Minnesota.

We actively oppose legislation that would harm the real estate industry—like threats to independent contractor status, unnecessary transaction fees, and regulations that increase costs for buyers, sellers, and agents alike.

Advocacy Priorities


Real estate is shaped by the decisions made at every level of government. That’s why MNR is present where it matters—testifying in hearings, sharing housing market data, and working with policymakers to promote effective housing policies.

At the end of every year, our Governmental Affairs Committee has a series of meetings that conclude with approving MNR’s Advocacy Priorities for the upcoming session to guide our advocacy efforts. These efforts strengthen the foundation of the industry by preserving the right to buy, sell, and own property, and by promoting policies that encourage and support homeownership.

Generally, MNR supports policies that:

  • Recognize and protect the rights of ALL Minnesotans to own, use and transfer real property
  • Protect and enhance homeownership tax benefits
  • Recognize the importance of both market-rate housing and housing affordability

Minnesota Realtors® oppose policies that:

  • Increase the cost of the real estate transaction, thereby increasing the cost of housing and homeownership
  • Adversely affect the timeliness of the real estate transaction
  • Weaken private property rights of Minnesota’s homeowners
  • Impose unfunded mandates on buyers and sellers of real estate

2025 Legislative Session Agenda

Support establishing the “First-Generation Homebuyers Community Down Payment Assistance Fund” as a permanent program with ongoing funding to increase access to sustainable homeownership and reduce the racial homeownership gap.

Support actions that will increase housing supply and affordability.

Oppose unnecessary “point-of-sale” mandates on the real estate transaction.”

Protect the right of real estate salespeople to work as independent contractors and of brokers to choose to classify real estate salespeople as independent contractors.

Paul Eger

Senior Vice President, Governmental Affairs

Leading the activities of Minnesota Realtors®’ Government Affairs team, Paul advocates at the state capitol for legislation that supports Realtors® and protects the rights of homeowners.

Joining Minnesota Realtors® after nearly 14 years in the Executive and Legislative branches of state government, Paul served as Commissioner of the Minnesota Pollution Control Agency (MPCA) from 2009 – 2010 during the tenure of Governor Tim Pawlenty. Before that, he held a variety of positions at MPCA, including Legislative Liaison, Clean Water Policy Manager, Assistant Commissioner for Water Policy, and Deputy Commissioner.
