Housing policy reform among the issues on the table
For the advocacy and lobbying community, it feels like the frenetic 2023 Session just concluded. Nonetheless, today (Monday, February 12) marks the start of the 2024 Legislative Session in Minnesota.

Throughout autumn 2023, the Minnesota Realtors® (MNR) Governmental Affairs (GA) Committee researched, discussed, and ultimately approved a 2024 Legislative Session agenda that emphasizes long-standing priorities requiring the Legislature’s attention. It also stresses MNR’s continued commitment to defending private property rights and ensuring that policy-makers don’t attach unnecessary mandates and requirements to real estate transactions.

Here is the 2024 Legislative Session agenda, as approved by the MNR GA Committee:
  • Support actions that will:
    • Increase the supply and affordability of housing
    • Address barriers to homeownership and reduce the racial homeownership gap
  • Oppose actions that will increase the cost of homeownership or interfere with the use, ownership, or transfer of real property
  • Oppose unnecessary “point-of-sale” mandates on real estate transactions
In addition to the action at the Capitol, 2024 is an election year with all 134 seats in the State House of Representatives on the ballot. Elections always loom large over the Session as the legislative caucuses and their members running for reelection begin framing arguments for the campaign trail.

Also, it is always interesting to track legislator retirements. Before the 2024 Session even gaveled to order, 10% of House members announced their retirements. That number will grow as the Session nears its May 20 adjournment deadline.
